On the one hand, I believe that the governmental institutions must set a very restrictive rules to protect the environment. To be more precise this means that the government needs to apply special law that prohibits people to throw any cans or bottles in the rubbish but recycling them instead. In this case a lot of pollution problems will be diminished.
