France and Spain have done everything they can to make the 15 nation council come to a consensus.

Firstly, they are on the point of graduation the University; they should be extremely hard working on their studies to pass the university entrance exams. Secondly, high school is a great and a unique chance for every single student to well-prepared for the next terms.
