On the one hand, I believe that the governmental institutions must set a very restrictive rules to protect the environment. Taking the US as an example, when the government banned any one to get rid of any debris at the beach this resulted in cleaning the environment as well as reducing the pollution. This because when an individual feels that he holds the full responsibility to keep the area where he lives in clean. Moreover, he will be counted for his behavior if he breached the rule.
