caused by the development of technology.Now,

it doesn't mean that he or she is a bad guy.

the bad ones have to feel all the strictness of the law.

,in the beginning,the court has to analyse and think about the criminal's

.If it was a murder or a kidnap,of,course they have to be sent to apply jail.In my opinion,if a

killed somebody or did something harmful consciously,they have a mental illness.In

,like downloading films or stealing food for surviving,in my point of view,they can be punished with a soft sentence.Cleaning the streets or working in the factory is the best option for them.
