sector
which affects driving
community
participation
in sustainable
self-management
: a case
study

community
organization
networks
in
Krabi
Province
and
Phatthalung

; and 3) to develop the situations for driving
community
organization
networks
in
Krabi
Province
and
Phatthalung
Province
in terms of
participation
of
community
organization
networks
in the
development
of
government
policies
(power and authority) from the perspective of self-organized local communities.
This
study
was a mixed-method
study
. For quantitative research process, the target
group
of 338
respondents
was determined by
community
organization
networks
, general public, local leaders, local
government
personnel, and related personnel in
Krabi
Province
and
Phatthalung
Province
, based on the registration of members under the
Community
Organization
Council Act B.E. 2551 (2008). The target
group
was divided into two groups with a number of
respondents
not exceeding the main target
group
including
Group
1, referred to
Krabi
Province
with 313
respondents
, and
Group
2, referred to
Phatthalung
Province
with 261
respondents
. The questionnaire was used to collect
data
and the
data
were analyzed using basic statistical tools: frequency, percentage, mean, and standard deviation.
In addition
, for qualitative research process,
data
were collected from 50 key informants, selected by purposive sampling, using in-depth interviews. The
data
were analyzed using content analysis and analytic induction. The research findings showed that the drivers of the
participation
of public
sector
were as follows. The public
sector
should be involved in budget management and should be allowed to participate in support of assets,
community
resources, or money for
community
activities in
Krabi
Province
and
Phatthalung
Province
especially joint ownership, and social information management which leads to an integrated provincial
development
strategy to create the 4th power in governing the country which is called the absolute civil power. Regarding the
participation
of
community
organizations in the
development
of
government
policies
in
Krabi
Province
and
Phatthalung
Province
,
community
supports should be assigned to participate in the determination of
policies
with local authorities and
community
councils in order to maintain the
participation
in the
development
of
government
policies
, especially the placement of driving mechanisms at the local level or rather than those managed by bureaucratic system. The guidelines for driving the
participation
of
community
organization
networks
from the perspective of self-organized local communities of
Krabi
Province
and
Phatthalung
Province
suggested that there should be
policies
for people in the area to drive
community
participation
in sustainable
self-management

moreover
, meetings should be held to gain public
participation
in policy formulation and project assessment in sustainable
self-management

social impacts, laws, and
policies
