Some people claim that not enough of the waste from homes is recycled. They say that the only way to increase recycling is for government to make it a legal requirement. To what extent do you think laws are needed to make people recycle more of their waste?

In all of these cases the cooperation has been very hearty on the part of the state, the county, and the municipality in which the work has been done, and the results have been very satisfactory and beneficial. All the important roads in the United States can be and doubtless will be macadamized or

improved in the not distant future.
