. In my opinion, I agree with the former as

accidents become worse when the vehicles involved are moving at a very fast rate, the collision becomes more impactful thereby increasing the chances of fatality.

at a more reduced pace, the chances of fatal impacts are brought to minimal even upon collision, thereby improving the overall

to ensure

, In my opinion, I believe that lowering the maximum speed limit on
