As the number of cars increases, more money has to be spent on road systems. Some people think the government should pay for this. Others, however, think that the drivers should cover the costs. Discuss both views and give your opinion.

People have different views about who should shoulder the
responsibility
for the maintenance and upgradation of
road
systems because of an increasing number of private cars used. While there are some benefits when car owners are responsible for
road
projects, I would argue that it is better if the
government
have liability for
this
spending. On the one hand, drivers should pay money for the improvement of
road
construction because of some advantages.
Firstly
, as individuals have to spend money on these projects, the demands for using car would reduce. That increases public transport usage
instead
of private car, which positively affects air and

Secondly
, commuters could increase their awareness and
responsibility
for protecting
road
system. That decreases the number of damaged

.
On the other hand
, there are some reasons why the authority should take
responsibility
for
this
investment. The
first
clear reason is that residents have to pay taxes to the
government
, which allows them to have rights to access good infrastructures including transport network which are supported by the
government
. Another reason is that since the authority’ liability is ensuring the lives of their residents; they should spend national budget on these constructions to serve to their dwellers’ lives.
Furthermore
, the investment in
road
infrastructure requires

money, which
is beyond citizen’s financial ability.
Consequently
, only the
government
could be responsible for
such
massive costs.
For example
, many

have to get foreign loans that need the
government
’s commitment to invest in the enhancement of
road
systems In conclusion, while placing the
responsibility
of upgrading
road
systems for citizens is beneficial to some extent, I strongly believe that the
government
should be responsible for covering
this
disbursement.

Include an introduction and conclusion

A conclusion is essential for IELTS writing task 2. It is more important than most people realise. You will be penalised for missing a conclusion in your IELTS essay.

The easiest paragraph to write in an essay is the conclusion paragraph. This is because the paragraph mostly contains information that has already been presented in the essay – it is just the repetition of some information written in the introduction paragraph and supporting paragraphs.

The conclusion paragraph only has 3 sentences:

  • Summary
  • Restatement of thesis
  • Prediction or recommendation

Example:

To summarize, a robotic teacher does not have the necessary disciple to properly give instructions to students and actually works to retard the ability of a student to comprehend new lessons. Therefore, it is clear that the idea of running a classroom completely by a machine cannot be supported. After thorough analysis on this subject, it is predicted that the adverse effects of the debate over technology-driven teaching will always be greater than the positive effects, and because of this, classroom teachers will never be substituted for technology.

Start your conclusion with a linking phrase. Here are some examples:

  • In conclusion
  • To conclude
  • To summarize
  • Finally
  • In a nutshell
  • In general
