The only way to prevent overcrowding in cities is to prevent migration from rural areas. Do you agree or disagree?

Masses move to urban areas to get better employment, education and lifestyle which leads to overpopulation in cities. Some people hold the view that the only method to decrease urban population is to prevent rural people from settling in towns. In my point of view, there can be other solutions to tackle
this
problem and the upcoming paragraphs discuss some points against the context.
To begin
with, a proper education can be very helpful to reduce the congestion of metropolitan areas as it can help people know about family planning. Family planning can teach people the need for small families and can it be fulfilled.

planning of cities that exclude industries need to be done. All the major industries can be shifted to rural and suburban areas that can reduce massing of a small part of the area. Not only the masses can start the migration to villages in order to get into these industries, but

the difference in the pace of development of different areas can decrease. Moving production and trade units to hamlets can be a good solution for the problem of ever-increasing difference in the urban and rural population that does not affect the pace of progress in a nation. To wrap up, stopping migration does not seem to be a viable solution to reduce the imbalance in population density. Educating people and initiating trade and commerce in rural areas can be suitable for alternative solutions.
