Some people believe that citizens are not able to prevent harmful from the environment and

solely. In my personal point of view, I completely disagree with

opinion. There are some reasons why some advocate the idea that the environmental improvement should be done only by

. The

reason is that

has a power to adapt something for use in the whole nation. Only they could enact environment-related laws that can be enforced in a national scale and everyone will obey their laws.

could impose punishments on people who violate the laws of environmental protection, leading to a raise in the awareness of inhabitants of following laws.

and their citizens. The performance would be best if there is a combination of both sides.
