Many museums and historical sites are mainly visited by tourist and not local people. Why is this case? What can be done to attract more local people?

Year by year, growing numerous growing tourists,
instead
of local people, have been attending all museums and ancient attractions in my city continually.
For instance
, as certain informal analytical data presented, probably 5.5 million persons have got around the Terra Cotta Warriors museum in Xi'an for the past four years. Yet about 80% or more of them came from different cities of the country, or even from other countries all around the world. Why don't most visitors come from the local area? On the one hand, in fact, a number of tourism agencies provide detailed information, brochures, and posters regarding the landscapes to tourists directly. And, local people might not obtain relevant advertisements about the museums and historical sites.
Furthermore
, they may consider going out for a walk, by visiting places of interest in other cities or areas themselves independently.
On the other hand
, perhaps, local residents claim that they are more experienced in
this
city, but they might not spend much time recognizing local sceneries and historical relics. They are mainly interested in those sightseers' preferable sites positioned in other cities or countries. Along with the thriving economy, more convenient and comfortable tourism plans are being arranged by thousands of agency companies. The public would arrive at some brand new but fresh places within several hours by high-speed train with economic prices. Regarding the situation, in a word, a realistic solution to attract more local residents to visit local museums and historical sites
