Overall

it is clear that
the
number
of residents travelling by
car
experienced a downward trend whilst non-residents made up an upward trend.
However
, both figures had some fluctuation throughout the given period. In 1996, the
number
of
car
journeys by locals was about 10 000, higher than the non-residents’
figure
.
Then
, it continued with a little fluctuation between 1997 and 1999.
However
, the
figure
by residents declined rapidly, introducing Parking meters into the city centre in 2000 after which the
number
depicted the oscillation until the end of the year.
In contrast
, the latter
figure
was twice as low as its former one at just 5000 in 1996. After Parking meters were introduced by the government into the city non-residents’
figure
increased slightly by 3000 in 1999. And
then
car
journeys by not living in
this
area stayed stable after bringing in Parking meters till 2002.
However
, it shrank significantly when Westgate Street and Park Lane closed.
