You answer both parts of the question. You show that prison can make a country safer, but it can also make people afraid. Add more about the bad side of prison, such as high cost, loss of jobs, or people coming out of prison and doing crime again.
Make your main idea more clear. The question is about serious crime, not every small mistake. Say that prison is for very bad crime, while small wrong acts may need a fine, help, or other forms of punishment.
