Research in any field is carried out to benefit the public. It is debatable, that scientific research should be conducted and executed by public service bodies rather than individual companies.

, I agree the government must control that study. A vast funding is required to conduct any time of experiment. Once the results are proven and ready to be administered to the common public the journey begins. A governing body is appointed for people and is by the layman. Any decision taken is in the interest of its audience.
