Many people believe that in order to have clean and tidy streets in their neighbourhood, this should be the residents’ responsibility, while others think it should be the government’s duty. Discuss both views and give your opinion.

Communal cleanliness is a collaborative effort based on certain opinions where it is seen as everyone's responsibility in keeping their surroundings and vicinity neat and germ free while some other people think that it is the government's job to clean the environment. I would review both opinions and give my own view on the topic. While certain citizens see the Governments as accountable to their constituents due to the taxes and other levies that are paid to them for
such
purposes

particularly in the area of refuse gathering and removal in public areas. Public Health is seen as under their purview and the city's department of sanitation has heavy duty machinery and employ full time workers who would oversee the planning, execution and proper refuse disposal which can

include recycling. These specialised services are controlled and maintained by the state officials whenever the needs arise or based on a schedule.
On the other hand
, there are people who believe that keeping the neighbourhood clean is an individual responsibility and would ensure that their surroundings are clean and advocate for community participation in general sanitation either through weekly or monthly events. These have led to certain localities,

Public Markets to have special days and time allotted for general cleaning of their environment. In my opinion, it is both the job of each one and the State to ensure that the neighbourhood streets are cleared of dirt because there are certain equipments and expertise that can only be provided by the government in achieving
this
purpose. These expertise and

the act of processing used or abandoned materials for use in creating new products
recycling
of the waste products are done in a safe environment away from these
neighbourhood
