In my opinion, both have their own accountabilities and duties to save the ecosystem; people can be the rational buyers and the government can have a check on the wrong means of production.
I do not agree that individuals can not do anything for the betterment of the environment, because they directly affect the demand and supply chain in the market. It means the more they demand the products which harm the surroundings, the more supply and

production will be there by the concerned firms.

, if they purchase eco-friendly or organic goods, producers will be bound to manufacture the same kind of products.
