 in London had the most significant change from 1990 to 2002, whereas that of Frankfurt was relatively stable. Looking

 from 1990 to 1995, compared to 1989, the average

 of New work fell by 5%, and that of Tokyo and London had an identical degree of decrease at around 7.5 per

. As for Madrid and Frankfurt, both witnessed a rise, the former increased by 2 per
