Nowadays, there are various choices to punish criminals. Some of them believe that several programs or punishments should be taken for

problem.

essay provides my personal opinion on whether I agree or disagree with

dilemma. I personally support the idea stated that the specific programs and help for socials have greater impacts rather than tightening the penalty. A famous figure, John Locke, once said "Humans are born empty, and the environment is the one who is responsible to the individuals".
