Your letter is broadly structured with a clear intent, but the organization of ideas could be improved. It's important that each paragraph has a singular focus. For example, the first paragraph could introduce the situation, the second could describe the specific problem, and the third could propose solutions or requests.
coherence
To improve coherence, connect your ideas more fluidly. Transition phrases such as “Furthermore,” “In addition,” or “As a result” can help with this. Also, ensure that each paragraph logically leads to the next to maintain the flow of your argument.
task response
The task achievement could be improved by directly addressing the task's prompts more fully. Make sure to clearly state the problem, your feelings, your expectations for a solution, and maintain a polite tone throughout. Providing specific examples of the disturbance caused by the dog could strengthen your case.

Although the tone of the letter is suitably formal, there are instances where it could be more respectful and constructive, especially when proposing solutions.
