There is no doubt that we live in a world where the majority of people value accommodation in general more than ever before. There is increase in the trend in individuals shifting their locations to big cities to achieve certain level of life standards. Although governments can make certain improvements by dividing big cities and improving the areas equally, there are still major issues in large places, such as crowded traffic and polluted air.

Some people think that bills of pollution ought to pay companies and every individuals, not the government. In my opinion,i consider that the authorities are more responisble of rising pollution level rather than common citizan and enterprise.However,the government needs to pay all pollution bills regardless of limited law ristriction on companies and individual.
