its ecological issues that were described in your essay.
The facts that were given are not correct or misinterpreted. The article says that the whole area of town is covered by smog. Though there are several big facilities around Tula and they pollute the air a lot, local governments have introduced new regulations that force the management of these fabrics to pay more attention to air filters and modernize purification systems. Since these upgrades were introduced in each plant the air become much cleaner. You literally can not find a place inside the living area of the city which would be covered by smoke or industrial fog.
