notion as it would cause huge financial burdens on the state.

, as far as I am concerned, I completely agree with the above statement. There are numerous reasons for my perspective, among which, the preponderant is that learning is the right of everyone, and no one should lag behind because of not getting an opportunity to learn.

some people disagree with the idea of free training, its advantages outweigh disadvantages. According to my perception, by the dint of the very few drawbacks, contribution of free culture towards state should not be overlooked.
