is not effective to reduce the crime rate. According to data about the relation between the death penalty and crime rates, the death penalty cannot decrease crime rates dramatically. It means that method is too cruel when I compare it to the result which is society's safety.

has a symbolic effect, so that civilization can alert people about the consequence of their behaviour. People will look down on the sanction which has no death penalty. Even though some people argue that capital
