The given bar chart displays how many times per day either residents or non-residents travelled by car to downtown from 1996 to 2005. Looking from an overview perspective, it can be seen that

as residents' s trips into the centre city dramatically declined when parking meters were introduced, non-residents experienced a similar trend when Westgate Street and Park Lane closed to traffic. Regarding the inhabitants, they had a notable number of journeys downtown between 1996 and 2000, always between 9000 and 1000 per day, when they had to start paying for the parking lots. Eventually, their number of travels fell even more when Westgate Street and Parklane closed to motor vehicles. About the non-residents, they were going more and more often into the city centre, experiencing a steadily upward trend, going from 5000 visits to just over 8000, until 2000, when the number decreased a bit and
then
in the next 2 years rose until it returned as in 1999. Similar to the residents at the moment of the parking meters introduction, the downtown journeys of people that don't live in the analyzed city dramatically plummeted to 3000 in 2003.
