with the exception of Estonia, Lithuania and Poland. The highest expenditure was by the Swiss and the lowest by Estonia.
It can be observed from the graph that Switzerland dedicated around 11% of its GDP

remained the same throughout the given time frame. Interestingly, similar amounts of funds were spent by Spain, Slovenia, and Luxembourg.
