, constructing a bridge across the river will gain connectivity to the people that are living across the river. Plus, agricultural land will be decreased post the construction of these buildings.

I partially agree with the latter; for more severe experiences, they would have to make amends for their sins regardless of the death penalty being an extreme form of punishment.
