Those people think that only government and big corporations have the power to improve the current situation and there is little each of us can do. I understand where this thought came from, however, I cannot agree with this opinion a hundred percent, because I strongly believe if individual citizen could not change his or her mindset, this serious problem would not be fundamentally improved in a long run.
