In my opinion, the answer is obvious. The biggest reason for the increase in the number of refugees and immigrants is wars. Nowadays, so many people become soldiers, because of wars. The Supreme Council can send men from different families without their opinion, because in documents they have a status: conscript. If they have this status, that means that people from the military office have a reason to send them to the army. Actually, they can find a solution to prevent this kind of future.
