In order to solve traffic problems, governments should tax private car owners heavily and use their money to improve public transportation. What are the advantages and disadvantages of such a solution?

There is no denying the fact that traffic is one of the significant problmes that we are facing. While it is commonly held belief that government must tax the owners of the private car heavily, there is also an argument that they should use the money for improving public transport. This essay will analyse this topic from both points of view and express my opinion.
